Reports to Project & Engineering Director China & North Asia Division

Key Accountabilities :

• Manage company's capital investment projects in different location of China
• Ensure compliance with Company QSHE, Security and Environmental policies, procedures and reporting requirements
• Ability to  manage and build new plants or improve existing plants by maintaining safety, schedule and budget
• Organizes the whole Project team consisting of both company engineering and external resources, including discipline engineers, construction managers and supervisors, commissioning and start-up engineers and contractors, to align all resources to complete all tasks from project initial set-up to the final completion of the project
• Organize project review meetings both internally with related functional departments, and externally with customer and major vendors
• Organize quality plan together with QA/QC, cost control plan together with contractor
• Monitor and report on project progress status to both internal management and customer
• Coordinate with internal and external parties involved in project (design, procurement, quality department, outsourcing vendor, etc)

Education and Experience:

• Bachelor Degree or higher in Mechanical, Chemical or Industrial Engineering
• At least 10 years experience in the Oil & Gas, Petrochemical and related industries, with a minimum 5 years in project management and execution of comparable size, volume and technical complexity
• Be familiar with international project execution procedures and approach
• Experienced with Tank terminal, jetty and complex piping project interface management
• Experienced on cooperation with engineering contractors and local design institutes
• Demonstrated track record for successful completion (on time and on budget) of previous relevant projects is required
• Strong managerial, organizational and communication skills
• Capable of structure work processes
• Understand his key accountability and how to monitor and control
• Honest quality, dedicate to professional work
• Good interpersonal relationship, with team work spirit
• Good project leadership with seniority level as generalist and able to handle complex project environment
• Good verbal and written interpersonal  communication skill, both in English and Mandarin
• Strong ability and experience in Stakeholder management
• Good knowledge in strategic contract management, contractor selection
